As long as the two Super-Powers continue to spend more than ever before on their navies, the concept of sea-power must still deserve some thought on its maritime merits. Sea-power has been very frequently and variously described, but Roskill's definition is concise: The function of maritime power is to win and keep control of the sea for one's own use, and to deny such control to one's adversaries. 2 36 The Relevance of Sea-Power 37 Here 'control' is employed as the equivalent of the older 'command of the sea' which, so Corbett declared, 'means nothing but the control of maritime communications'.
